This is a very old horse racing game, made for casino use and not as a toy, the horse bidding slips are placed in the centre plate and the handles is wound that set the complicated mechanism with weights and horses revolving, each time it stops a different horse is the last to stop moving.
These are not the origional horses, the origional having been lost, they were probably cast lead horses.
This was manufactured around 1900 for the famous Paris shop Au Nain Bleu, 27 Bd de Capucines, has the french instructions inside the lid of the box.
